The future of casino gambling in Northern Virginia’s Fairfax County hangs in the balance after a recent decision by a House subcommittee. However, the bill’s chief sponsor is urging for a reconsideration, highlighting the potential economic benefits for the region.

Fairfax County is currently grappling with a significant budget shortfall, largely due to declining office property taxes. The COVID-19 pandemic has led to widespread vacancies and favorable lease terms for businesses, causing landlords to contest their property values and lower tax bills. This situation poses a serious challenge to the county’s financial stability.
Virginia Senate Majority Leader Scott Surovell (D-Fairfax) has been a driving force behind the initiative to allow Fairfax County voters to decide whether a casino should be established there. This is the third attempt in as many legislative sessions to qualify the county for casino gambling, but the first time Surovell has spearheaded the effort.
Senate Bill 982’s Passage:
On February 4th, Senate Bill 982 successfully passed the Virginia Senate with a vote of 24-16. This bill aimed to designate Fairfax County as a suitable location for a commercial casino.
Subcommittee Rejection: A Setback for 2025
Following its passage in the Senate, the bill was initially assigned to the General Laws Committee. However, House Speaker Don Scott (D-Portsmouth), whose district includes Rivers Casino Portsmouth – one of Virginia’s three existing casinos – redirected the bill to the House Appropriations Committee. Unfortunately, the Commerce, Agriculture & Natural Resources Subcommittee ultimately voted to “pass by” the bill, effectively shelving it for the remainder of the Virginia General Assembly’s 2025 session.
Del. David Bulova (D-Fairfax), the subcommittee chair, confirmed that this action essentially killed SB982 for the current legislative session.
Economic Benefits: A Casino’s Potential Impact
Surovell and his supporters argue that a casino in Fairfax County could generate tens of millions of dollars in new tax revenue for the county. More importantly, it promises to create thousands of well-paying union jobs across various sectors, including hospitality, entertainment, and construction. The development would be designed with an emphasis on entertainment and hospitality, featuring a convention center – poised to become the first major exhibition facility in the region south of Washington, DC. This could significantly boost the local economy.
Addressing Budget Concerns:
The declining property tax revenue is further exacerbated by the federal government’s recent efforts to reduce its workforce in Northern Virginia. Surovell believes that a casino would not only offset the revenue gap but also alleviate pressure on the county’s budget, which is already facing strain.
